((Praise be to Allah who sent down the Book to His servant and has not made therein any deviance * [He has made it] straight, to warn of severe punishment from Him and to give good tidings to the believers who do righteous deeds that they will have a good reward)) [Al-Kahf: 1-2]. He completed His blessings upon His servants by revealing His Book, preserving it, and making it easy. We cannot enumerate praise upon Him; He is as He praised Himself. And peace and blessings be upon the best of those who learned the Quran and taught it and acted upon it; our Prophet Muhammad and upon his family and companions. To proceed:

Whoever wishes to rise in the ranks of servitude and closeness to his Lord must, to achieve that, realize the purpose of the revelation of the Holy Quran and follow the authentic Prophetic Sunnah. This is achieved by understanding them and acting upon them in accordance with the Sunnah of the Prophet ﷺ: ((Say, 'If you should love Allah, then follow me, [so] Allah will love you and forgive you your sins. And Allah is Forgiving and Merciful.')) [Ali 'Imran: 31].

As a contribution from Al-Minhaj Center for Supervision and Educational Training in Riyadh to the revival of the Ummah and assisting it in achieving the purpose of the revelation of the Holy Quran, it conducted a study to clarify the five levels of engaging with the Holy Quran; which are:
1- Listening: The Almighty said: ((So when the Qur'an is recited, then listen to it and pay attention that you may receive mercy.)) [Al-A'raf: 204].
2- Recitation: The Almighty said: ((Those to whom We have given the Book recite it with its true recital.)) [Al-Baqarah: 121].
3- Memorization: The Almighty said: ((Rather, the Qur'an is distinct verses [preserved] within the breasts of those who have been given knowledge.)) [Al-Ankabut: 49].
4- Reflection (Tadabbur): The Almighty said: (([This is] a blessed Book which We have revealed to you, [O Muhammad], that they might reflect upon its verses.)) [Sad: 29].
5- Action: The Almighty said: ((Who listen to speech and follow the best of it.)) [Az-Zumar: 18].
Although the Muslims' engagement with the Book of their Lord - in listening, reciting, and memorizing - is witnessed and evident, especially by those affiliated with Quran memorization circles and schools, where those circles have achieved great success and wide spread at the level of the Ummah; however, this success remained limited to the levels of: Listening, Recitation, and Memorization; without Reflection and Action.

According to the study, one of the reasons for this is: the lack of a training curriculum for the two levels: Reflection and Action; that traces the path of the Companions, may Allah be pleased with them, and their method in taking the Holy Quran; as Ibn Masoud (ra) said: 'When a man among us learned ten verses, he would not move beyond them until he knew their meanings and how to act upon them' [Tafsir al-Tabari: 1/44, and Ahmed Shakir authenticated its chain].
For this reason, the idea of preparing a curriculum that helps facilitate reflecting upon the Holy Quran and acting upon it arose, addressing various people willing and keen on that. So this was the curriculum that we place in your hands, my dear reader; asking Allah Almighty to benefit the writer, the reader, the teacher, and the learner with it, and to make it purely for His noble Face, and a proof for those who prepared it and acted upon it.

Quran: Reflection and Action

It is a comprehensive, arbitrated, and specialized curriculum for training on reflecting upon the Quran and acting according to it, following the methodology of Ahlus-Sunnah wal-Jama'ah.

Curriculum Components
We divided the Mushaf into (604) study units; each unit consists of a page of the Holy Mushaf according to the edition of King Fahd Complex in Madinah – plus four main sections, which are:
Reflection Points
Seven reflection points that attended to the objectives of the verses (faith-based, educational, etc.) which we extracted from sixteen books from the major Tafsir books relied upon by Ahlus-Sunnah wal-Jama'ah. We adhered to the text of the interpreter unless there was an error in some words regarding printing or language and syntax that could not be correct in any way, in which case we correct the word and put it in brackets like this [ ]. At the end of each point, we mentioned its reference; relying on mentioning the name of the interpreter instead of the book name, then the volume and page number according to the edition approved in the project.
The total number of points in the curriculum reached (4228) points chosen from about (15000) points representing the project's archive.
We committed not to exceed three reflection points for a single verse or part of it, and we also committed not to quote more than three points from a single interpreter in one page (Face).
Then we placed a question on the reflection point to help the trainee acquire the skill of reflection, and they can answer it from the point itself without needing to refer to other references.

It contains the meanings of some strange words in the Mushaf page, taken from the book 'Al-Siraj fi Gharib al-Qur'an' by His Eminence Sheikh Dr. Muhammad bin Abdul Aziz Al-Khudairi.

Action on Verses
In order to train the reader on the level of acting upon the Holy Quran, we proposed three measurable applied actions derived from the verses of the page, and we placed in front of each action the text of the verse from which it was derived.

Directives
We mentioned three general directives derived from the verses of the page – educational, creedal, or jurisprudential...etc – and in front of each directive is the text of the verse from which the directive was derived.
